There could be several reasons why the USB ports aren’t working, please ensure to: Update the USB drivers: go to Start and open the Device Manager > Unfold the Universal Serial Bus controllers > Right-click on USB Root Hub > Update driver > Select [Search automatically for updated driver software]; Disable the power savings mode: go to Start
This allows the USB hub driver to suspend power to an individual USB port without affecting the other ports. Just enable the setting. FWIW, my mouse and external drives always have power, although it's just a tiny bit. Without that I wouldn't be able to 'wake' my computer by moving the mouse, or wake my hard drives for a scheduled backup.
